Put oil in a small pan with chopped onion and garlic. Blend tomatoes, half the onion, and garlic clove with water. Add it to the sauteed onion and garlic. Boil salsa. Chop onion into small pieces. Add to the ground turkey. Mix in egg, milk, bread crumbs, rice, and pepper. Shape into balls and then simmer in the salsa for about 30 minutes. Serve with white rice.
