In saucepan, melt butter oven medium heat. Add flour and cook, stirring , for 1 minute until bubbly. Gradually add milk, stirring constantly. Add cream, all at once, and cook over medium high heat, stirring until sauce comes to a boil. Reduce heat to low and simmer 3 minutes, stirring constantly until thickened. Remove from heat and stir in Parmesan cheese until melted. Add pepper. Serve over cooked noodles.
