In a large pan, over high heat, combine garlic, onions, carrots and 1/2 of the chicken broth. Stir occasionally until liquid evaporates and vegetables start to brown and stick. Stir browned bits free with remainder of broth, stir occasionally until liquid evaporates again.
Add tomatoes, vinegar, parsley, basil, oregano and chiles. Bring to boiling. (At this point, you can start removing some of the tomato skins, if desired.) Reduce heat and boil gently, uncovered, until sauce is reduced - about 1 hour; stir occasionally.
Allow to cool, and then process in blender to desired consistency.
Using all balsamic vinegar makes a heavier sauce than using all red wine vinegar - or try a combination of the two.
