Preheat oven to 400°.
Sift together flour, sugar, baking powder, cinnamon, nutmeg & salt.
In a separate bowl, soften butter and combine with egg, pumpkin, milk and raisins. Pour into flour mixture. Whisk together.
Fill muffin cups 2/3 full with batter. Sprinkle with a little sugar. Cook 8-12 minutes until toothpick comes & clear and golden on the top.
