In medium bowl stir together 1/2 C sugar, flour, baking powder and salt.
In saucepan combine remaining 1 C sugar, apples, cranberries, orange juice, cinnamon, ginger and 1 T butter or margarine. Stir over medium heat until mixture begins to boil.
Add milk and remaining 2T butter or margarine to the dry ingredients and stir only until moistened. Spread batter into greased 9 x 9 inch baking pan.
Spoon hot apple and cranberry mixture over the batter. Make in preheated 350 degree oven for 35 minutes or until batter rises to the top and is golden brown.
