Mix flour, baking powder, and shortening with pastry cutter. Roll out into large rectangle and cover dough with apples. Roll dough (like cinnamon rolls) and cut about 1 1/2" pieces. Place in 9x13 pan. In sauce pan, mix water, sugar, nutmeg, cinnamon, and butter and bring to a boil. Pour sauce over rolls and bake at 350 degrees for 30-35 minutes.
