Preheat the oven to 350 degrees. Line 12 2 and 1/2" muffin cups with fluted paper liners. Sift the flour, baking soda, and nutmeg onto a piece of wax paper and set aside. Bridng the water to a rolling boil in a small soucepan; stir in the bran and set the mixture aside. Ina medium mixing bowl, beat the eggs until foamy, then beat in the buttermilk, honey and oil. Beat in the cooled bran mixture, then the apples and walnuts. Gently stir the flour mixture into the batter just to moisten. Do not overmix the batter or the muffins with be tough and lumpy. Transfer the batter to the muffin cups and bake for 25 to 30 minuts, or until a wooden toothpick inserted in the center of a muffin comes out clean. Cool the muffins on a wire rack.
