Soak oats in milk for an hour. Preheat oven to 400 degrees.
Spray muffin tin with spray.
Combine oat mixture with applesauce and egg whites.
In a separate bowl, combine dry ingredients. Add to wet ingredients.
Add raisins or nuts if desired. Do not over mix.
Spoon into pan and top with cinnamon sugar.
Bake for 20-25 minutes.
Remove from pan and cool.
