Cut butter into small bits; refrigerate until well chilled. In a medium bowl, sprinkle yeast over warm water: stir until dissolved. Stir sugar and salt into scalded milk. Cool to Lukewarm. Add to yeast, stirring until well blended. Add egg, mix well. Add half the flour, beating with a spoon until smooth. Melt shortening, let cool. beat into flour mixture along with the lemon rind. Add remaining flour; beat until smooth and elastic. Turn out on a lightly floured surface. Cover, let rest 15 minutes.
With a floured, covered rolling pin, roll dough into a 15" X 12" rectangle. Cover 2/3 of dough with all the chilled butter. Fold uncovered portion over half the buttered portion. Then fold the other half of the buttered portion over, making three layers. Roll dough to 12" X 8". Fold over as before; repeat rolling and folding twice more. Refrigerate one hour.
Divide dough in half and refrigerate half. On a lightly floured surface, roll the other half to 12" X 8". Spread thinly with half of apricot jam and dust lightly with cinnamon. Roll up, from, the 8" side, as for a jelly roll. Cut into 1" slices; place on a greased cookie sheet; brush with egg white mixed with water. Repeat with the other half of the dough.
Let rise, covered, in a warm place (about 85 degrees F) free from draft, until doubled in size. Meanwhile, preheat oven to 400 degrees F. Bake pinwheels about 20 min or until done.
