Place flour in bag, add salt and pepper and chicken. Shake to coat well.
Heat oil and brown chicken well. Remove to platter.
Add onion and garlic to pan and cook for 5 minutes, add ham and cook 5 minutes more.
Stir in rice and cook 1 minute.
Add tomatoes, salt and pepper, saffron, bay leaf, mix well and heat through.
Spoon into baking dish, place chicken on top, cover and bake about 45 minutes.
Uncover and bake another 15 minutes.
Top with pepper strips and bake 5 minutes more.
