In saucepan, bring artichoke hearts, water and bouillon to boil. Reduce heat; cover and simmer about 7 minutes, or until artichoke hearts are tender. Keep warm. Meanwhile, melt butter in saucepan over low heat. Add onion and saute 2 minutes, stirring occasionally. Add flour and basil; stir constantly for about 3 minutes. Gradually add cream or milk to flour mixture. Simmer, stirring constantly, until thickened, about 2 minutes. Pour artichoke heart mixture and cream or milk into blender; puree until smooth. Serve immediately with croutons.
