Dressing: Combine the tahini, light sesame oil, garlic, ginger, lemon juice, tamari, dark sesame oil, salt, and red chili paste in the bowl of a food processor fitted with a metal blade. Process just until smooth. If the dressing seems too thick, add a little water.
Salad: Bring a large pot of salted water to a boil. Drop in the snow peas and cook for 30 seconds. Drain, and then immediately place in a bowl of ice water to stop the cooking. Drain again, and then cut the snow peas on the diagonal into thin slices. Place the snow peas in a large bowl. Add the chicken, red pepper, carrot, and scallions, and stir to combine.
Stir 1 cup of the dressing into the chicken mixture. Add more dressing if desired.
Garnish the chicken salad with the sesame seeds before serving.
