1. Rinse and dry lettuce leaves and set aside.
2. Heat a large skillet over medium-high heat. Cook and stir beef in cooking oil until cooked through. Drain and transfer to a bowl. Cook and stir onion the the same skillet until slightly tender, 5-10 minutes. Stir in hoisin sauce, garlic, soy sauce, vinegar, and ginger into onions. Add water chestnuts, green onions, sesame oil and beef, cooking until onions just begin to wilt, about 2 minutes.
3. Arrange lettuce leaves around the outer edge of a large platter and pile meat in the center.
