Preheat the oven to 375 degrees F.
Line a baking sheet with parchment paper.
Combine all of the ingredients for the ginger sauce in a bowl. Set aside.
In another bowl, combine the beef, breadcrumbs, egg, green onions, soy sauce and black pepper. Moisten your hands with cold water, roll the meat into 2-inch balls and set on the baking sheet. Roast 25 minutes, or until cooked through (should be at least 160 degrees F). Drain any excess fat from the meatballs.
Divide the meatballs among the buns.
Top with the ginger sauce, lettuce, carrot and cucumber. If you like things spicy, drizzle the meatballs with some hot chili sauce.
