Cook ground beef. Add garlic, salt, parsley, basil, tomatoes, tomato paste. Simmer for one hour.
Mix all ingredients for cheese mixture.
In a greased pan, lay out 5 cooked noodles, then 1/2 of cheese mixture. Top with 8 ox of mozzarella cheese, then 1/2 of meat sauce. Repeat with additional levels.
Bake at 350 degrees for 45 minutes. Let set 10 minutes.
