Boil the vinegar, oil, celery salt, and 1 tablespoon from the cup of sugar. Layer the cabbage and onions with the remaining sugar. Pour the boiled syrup over the cabbage, onion and sugar mix. Refrigerate in covered container. Keeps well and tastes better after 24 hours.
