Cook cabbage, covered, in water in saucepan for 10 minutes; drain well. Place in 8x12 inch baking dish. Sprinkle with mixture of flour, sugar, salt and pepper; dot with margarine. Pour heated milk over top. Top with cheese. Bake at 350F for 35 minutes.
