Heat oven to 375 F. Place dry ingredients in blender and blend 1 minute. Skin chicken pieces. Coat skinned chicken pieces with oat mixture, dip into the milk, and coat again. Place in shallow pan, drizzle with one fourth cup melted margarine and bake 55-60 minutes.
