In large non stick skillet, cook chicken until dry, then drain and set aside.
In same skillet add carrots, cabbage, green pepper, green onion and garlic with some oil. Over medium hear for about 4-5 mins. Then add chicken again.
In a small bowl, combine 2 tbls of water, soy sauce, sesame oil, brown sugar and whisk in corn starch and cayenne. Pour into chicken mixture and toss well. Remove from heat and set aside.
Preheat oven to 450F.
Place wonton skin on flat surface and put 1/4 cup onto wonton. Place wonton like a diamond. Roll over the meat and then fold both sides in and then wet the last corner of the wonton and finish rolling.
Bake until brown, around 15-20 mins.
