1. Remove honey from refrigerator and bring to room temperature. Place oven rack in center of oven and set to 450 degrees. Wash and dry fresh produce. Thinly slice scallions, separating white bottoms and hallow green tops. Halve the lime, squeeze juice into a bowl. Add the honey and 1 Tbsp. of olive oil. Season with salt and pepper. Whisk to combine.
2. In a small pot, heat 1 tsp. olive oil on medium-high; add pepitas. Cook, stirring constantly, 1-3 minutes, or until toasted. Transfer to a plate and immediately season with salt. Wipe out pot.
3. In the same pot, heat 1 tsp. of olive oil on medium-high and add sliced white bottoms of the scallions; season with salt and pepper. Cook, stirring frequently, 1-2 minutes, or until softened. Add rice, a big pinch of salt, and 1 cup of water. Heat to boiling. Then reduce heat to low. Cover and cook, without stirring, 13 -15 minutes, or until water is absorbed an rice is tender. Turn off heat and fluff with fork. Stir in pepitas. Cover to keep warm.
4. Meanwhile, place tomatoes and diced pepper in a baking dish. Drizzle with olive oil and season with salt and pepper. Toss to coat; arrange in an even layer. Bake 5-6 minutes. Leaving the oven on, remove from oven.
5. Meanwhile, melt butter, then add breadcrumbs and half of the spice blend; season with salt and pepper. Stir to combine.
6. Pat tilapia dry and season both sides with salt, pepper, and the remaining spice blend. Place tilapia on top of roasted vegetables. Evenly top with breadcrumb topping. Bake 8-10 minutes. Serve over rice, topped with honey-lime sauce. Garnish with green tops of scallions.
