In a large casserole combine and toss: green peppers, sweet onion, kielbasa, red potatoes, parsley flakes, olive oil, salt and pepper.
Cover with foil and bake for 1 hour at 350(F).
Remove foil and add 1 pint of heavy cream.
Bake an additional 15 minutes at 400(F).
