Bake potatoes for 1 hour at 400 degrees. Cool, peel and coarsely mash. Place flour in large pot, gradually add milk-stir with whisk until blended. Cook over medium heat until thick and bubbly (8 min). Add potatoes, 3/4 cups cheese, salt and pepper. Stir until cheese has melted. Remove from heat. Stir in sour cream and half of chives. Cook on low for 10 minuts (do not boil). Sprinkle each serving with cheese, chives and bacon.
