for the topping:
process the bread and butter in a food processor until coarsely ground (6 pulses)
for the rice:
preheat oven 400 degrees middle rack
Melt butter in dutch oven over med heat. Add onion and cook until soft, add garlic cook until fragrant.
Add flour cook stirring constantly until golden. whisk in broth, milk, water and bring to simmer.
Stir in rice, salt,pepper,cayenne and return to simmer.
Reduce heat to low, cover cook stirring often 20-25 min. off heat stir in cheddar.
Pour into casserole dish, sprinkle with topping, bake 20 min til browned.
sprinkle with parsley and serve with lemon wedges.
