Cook pasta according to package instructions. Drain and return to pot
Heat oil in skillet over medium heat. Add onion and garlic and cook, stirring occasionally, until softened
Add beef, 3/4ts salt and 1/4ts pepper and cook, breaking up meat until it's no longer pink
Add pasta, marinara, ricotta and half the parmesan cheese to the meat
Transfer to a 13x9 baking dish. Sprinkle with mozzarella and remaining parmesan
Bake until cheese melts, about 12 tom15 minutes
