If you use Splenda or other no-calorie sweetener instead of sugar, this is pretty low carb. You don't need to use it just on spaghetti--it makes very good lasagna and all sorts of Italian dishes. Freezes well too!
Brown the meat with the onion, garlic, bell pepper, and oregano. If it is very lean, you might need to add a bit of oil. Add everything else and mix well. Heat to boiling, stirring often; then simmer for 30 minutes, stirring occasionally. Freezes well.
