Heat the oil in a large heavy saucepan. Saut? the onion, carrot, celery and garlic over high heat until crisp tender. Add water, tomatoes, juice, barley, bouillon, sugar, bay leaves and oregano. Cover, bring to a boil, reduce heat and simmer 50 minutes, stirring occasionally.
Stir in the kidney beans and Italian green beans. Continue simmering 5 more minutes or until vegetables are tender and barley is done. Sprinkle individual servings with grated parmesan cheese.
