Place oil in large saucepan. Add onions and garlic. Sauté over medium heat until translucent, 2 to 3 minutes.
Mix bouillon and water. Add bouillon mixture and all remaining ingredients to saucepan. Stir well using wire whisk.
Simmer uncovered 25 to 30 minutes; stir often. Chill overnight in nonreactive container to allow flavors to meld. Sauce is best if prepared 1 day before use. Keeps for 1 week, covered in refrigerator.
