In a large skillet, cook beef and onion until no longer pink; drain. Stir in the beans, ro-tel, olives, chili powder, salt and pepper. Spoon about 1 2/3 cups onto a tortilla. Add 1/4 C cheese. Top with another tortilla and repeat layers 3 times. Bake at 350F for 20-30 minutes or until cheese is melted.
