Suggest a better description1) Place the glutinous rice in saucepan over moderate heat and dry-fry, stirring constantly, for 10 minutes, or until the grains turn light brown. Remove from the heat. Grind in a blender or food processor, or pound using a pestle and mortar until the rice is very fine.
2) Put the ground beef in a saucepan and cook over a gentle heat for 10-15 minutes, stirring constantly, until the meat has been cooked and all the liquid has been absorbed. Transfer to a mixing bowl and stir in the ground rice. Add the galangal, green onion, ground chili, lemon juice, nam pla, sugar, mint, and shallots to the mixing bowl and mix well.
3) Arrange a bed of lettuce on a shallow dish and top with the beef mixture. Garnish with mint sprigs and serve at once.
