Stir in next 10 ingredients. Tie cloves and bay leaf in cheesecloth; add to chili mixture. Cover, reduce heat, and simmer 1 1/2 hours, stirring occasionally. Add kidney beans and simmer an additional 30 minutes. Remove spice bag to serve.
