Put beef, carrots, celery and onion in slow cooker. Add in 2 cups of water with 2 bouillon. Cook on high for 3 hours. Add 2 cups of water, 2 bouillon cubes and tomatoes. Rinse barley well. Add to slow cooker and cook on low for 6 hours. Add more beef broth if necessary.
