Brown the beef and onion in the oil. If the stew will be baked in the oven, add the flour to the browned beef at this point. If the stew will be cooked on the top of the stove, add the flour at the very end of the cooking.
Add all other ingredients to the browned meat/onion mixture. Cover and bake in a 350 degree oven for 1 and 1/2 hours. Alternatively, cook on top of stove, covered, for 1-2 hours, adding flour at the end of the cooking period.
Serve on rice.
