In a small bowl, mix together the flour, salt & pepper. Pour mixture over meat. Stir to coat meat with flour mixture.
Add the garlic, bay leaf, paprika, Worchestershire sauce, onion, broth, potatoes, carrots & celery.
Stir well to mix all together. Cover and cook on Low heat setting for 10-12 hours (high setting 4-6 hours). Stir thoroughly and serve.
