Cut beef into 1" cubes.
Fry bacon in Dutch oven over medium heat until crisp.
Remove with slotted spoon onto paper towels; set aside.
Cook and stir beef in hot fat until browned, about 15 minutes.
Drain fat.
Add water, wine, garlic, salt , thyme, rosemary, pepper, and bay leaf.
Heat to boiling.
Reduce heat.
Cover and simmer 1 hour.
Stir in bacon, carrots, and onions.
Cover and simmer until veggies are tender, about 40 minutes.
Sprinkle with parsley.
Serve with French bread.
