Salt, pepper and flour stew meat. Brown in dutch oven in oil. Heat water. After meat has browned, add a spoonful of the flour and stir. Add onons to meat. Add water, let cook about 2 hours, over med heat. Add veggies and cook 45 min or until veggies are tender.
