Sauté mushrooms, onion and garlic in butter over medium heat.
Stir in cubed steak, or ground beef and brown.
Stir in flour, salt, worcestershire sauce, mushrooms, and pepper cook 5 minutes, then stir in cream of mushroom soup.
Simmer uncovered for 10 minutes.
Stir in sour cream, water and milk until heated.
Serve over noodles with a sprinkle of dried tarragon.
