In a large skillet, melt butter on medium heat. Increase the heat to med-high and add strips of beef. Cook the beef quickly, browning on each side. While cooking the beef, add salt and pepper to taste. When beef is cooked, remove the beef to a bowl and set aside.
In the same pan, reduce the heat to medium and add the onions. Cook for a minute or two, allowing them to soak up meat juices. Remove the onions from heat and pour into same bowl as meat.
In the same pan, melt another 3 Tbsp butter. Increase heat to med-high and add mushrooms. Cook, stirring occasionally for about 4 minutes. While coking, sprinkle the nutmeg and tarragon onto the mushrooms.
Reduce the heat to low and add the sour cream to the mushrooms. You may want to add a tablespoon or two of water to thin the sauce (or not). Mix thoroughly. DO NOT allow to simmer or boil as the sour cream will curdle. Stir in the beef and onions. Add salt & pepper to taste.
Serve immediately over cooked egg noodles, fettuccine, rice or potatoes.
