Melt 1/2 tsp butter in a small saucepan over medium-high heat.
Add onions and shallots; saute 6 mins.
Add garlic, saute 1 min.
Add broth; cook 4 mins or until onions tender and liquid almost evaporates.
Add beans and vinegar; cover and cook 4 mins or until beans are crisp-tender.
Remove from heat.
Stir in remaining 1/2 tsp butter and dash of salt; keep warm.
Sprinkle steaks with remaining salt and pepper.
Heat a cast-iron skillet over med-high heat. Coat pan with cooking spray.
Add steaks to pan; cook 3 mins on each side.
Let stand 5 mins.
Serve with bean mixture.
