• Stir together the sugar, flour, cocoa, baking soda, baking powder, pepper and salt. Add eggs, milk, oil and vanilla. Beat 2 minutes on medium speed. Stir in boiling water. Batter will be very runny after adding water.
• Bake at 350 degrees as follows:
• 2 pan rounds 30-35 minutes
• 1 9x13 pan 35-40 minutes
• Cupcakes 22-25 minutes
• Melt butter and mix cocoa into melted butter. Alternately add milk and powdered sugar, mixing fully before adding next set. Add vanilla during a milk addition. Continue alternating milk and powdered sugar until all ingredients are used.
