Heat oven to 375°. In the bowl of a stand mixer, combine flour, sugar, baking powder, ancho chili powder and salt. With the paddle attachment, beat in the cold butter until the mix becomes mealy. Add lime zest, lime juice, chives, heavy cream and buttermilk until a slightly sticky dough forms. Do not over mix. Pat the dough out onto a floured board to a 1 inch thickness. Cut Biscuits with the 2 inch round cutter and transfer them to a baking sheet. Brush with melted butter and bake for 18 to 20 minutes.
