Pre-heat the oven to 400 degrees. Whisk together the first 5 ingredients in a large bowl. Drizzle in 6 tablespoons of butter and mix lightly with your hands just to distribute. Make a well in the center; add the scallions and the sour cream. Mix well with a wooden spoon until no dry spots remain and a shaggy dough forms. Using two large spoons drop 1/2 cupfuls of dough onto a parchment line baking sheet about an inch apart (makes 8). Brush with the remaining melted butter and sprinkle with the hot paprika. Bake 13-15 minutes.
