1--Preheat to 350 f.
2--sift together flour, cocoa powder, baking powder, baking soda, and salt.
3-- In the bowl of a mixer with the whisk attachment, combine eggs, milk, oil, and vanilla. Mix until well combined then add sugar, mix till smooth.
4-- Add the dry ingredients and mix for 5 minutes.
5-- Add hot water and mix until combined.
6-- Line a 9 inch cake pan with 3 inch high sides with either parchment paper or nonstick spray and then pour in the batter and cook from 35-40 minutes or until a knife comes out clean. Cool completely then either wrap it or put it in a cake container until ready to serve.
