Heat range to medium high.
Sear meat (don't over crowd) in 2-3T high smoke point oil on medium high to get a nice brown color on the outside. Don't cook through! Cooking at this phase should take no more than 2-3 mins per side. The meat will continue to cook later on in the process.
Add dry ingredients and stir in. Remove meat spice mixture and and store on counter, covered.
Turn heat to medium.
In a large pot, sweat out onions with 1/4tsp kosher salt until browned. Add garlic and stir until raw aroma is gone. Add remaining veggies and cook covered until softened, about 10 minutes.
Add wet ingredients and stir to combine.
Turn down to low.
Simmer for 2 hours. Let cool overnight, then simmer next day for 2-3 hours or until meat is tender. Add salt if desired (about 1 tsp) for final seasoning. Add masa harina if needed to thicken a little.
Serve with sour cream, pickled Jalapenos, shredded cheese, and/or crushed tortilla chips.
