Cook peas if fresh or frozen. If can drain.
Mix together cilantro, pepper jelly, vinegar, olive oil, jalapeƱo, salt, pepper
Add black eyed peas, bell pepper and onion, toss to coat. Cover and chill 8 hours
Stir peas into pea mixture just before serving
