1. Adjust oven rack to the middle position and heat oven to 350 degrees. Grease and flour a 13x9 inch baking pan.
2. Whisk flour with the baking powder and salt in a medium bowl. With an electric mixer, beat the butter and sugars on medium-high speed until fluffy, about 2 minutes. Add the eggs one at a time, beating until just incorporated. Reduce the speed to medium and beat in 1/3 of the flour mixture until incorporated. Beat in 1/2 cup of milk. Beat in half of the remaining flour, then the remaining 1/2 cup milk. Finally, add the remaining flour.
3. Toss blueberries in a teaspoon of flour. Using a rubber spatula, gently fold in the blueberries. Spread the batter in the prepared pan.
FOR THE TOPPING:
1. Scatter the blueberries over the top of the batter. Stir the sugar and cinnamon together in a small bowl and sprinkle over the batter.
2. Bake until a toothpick inserted in the center of the cake comes out clean, 45-50 minutes. Cool in the pan for 20 minutes, then turn out and place on a serving platter (topping side up). Serve warm or at room temperature.
