In a medium bowl, combine first 4 ingredients. Beat egg well. Add milk and oil to egg and mix well. Add all at once to dry ingredients. Stir quickly, just until dry ingredients are moistened.
Toss blueberries with 2 tablespoons sugar, then gently stir into batter along with lemon rind.
Bake at 400 degrees for 25 minutes. While hot, dip tops in melted butter, then in granulated sugar.
