Preheat convection oven 375F.
For streusel:
Combine sugars and flour. Slowly pour in butter (may or may not need all of it). Slowly combine with fork until becomes crumby. Set aside.
For muffins:
Sift flour and baking powder. Add salt. Set aside.
Blend oil, butter, and sugar. Add eggs, milk, and vanilla.
Combine wet and dry ingredients in bowl of standing mixer, fitted with paddle. Mix at first speed until combined. Continue to mix on low speed 30 seconds to one minute. Fold in berries.
Scoop into greased muffin pans. Garnish generously with reserved streusel topping.
Bake at 375F in convection oven for 18 min or until done.
