Saute garlic, onion and carrots in olive oil, about 5 minutes. Add meats and saute until browned. Drain fat from pan. Add red wine and simmer for 2 minutes. Add crushed tomatoes and tomato paste. Season with salt, pepper, basil and oregano. Cook uncovered on low heat for 2 hours, stirring occasionally.
In a medium sized sauce pan, heat heavy cream and reduce by 50%. Add salt and pepper to taste. Once reduced, add to sauce.
