Melt three tablespoons of butter in small saucepan over medium heat. Whisk in the flour and salt. While stirring, slowly add half and half until well mixed. Stir in the cream cheese cubes and keep stirring until melted and smooth. Remove from heat and set aside.
Melt the remaining butter in a large saucepan over medium heat. Add the onions and garlic and cook, stirring until onion is soft. Squeeze water out of spinach and add to saucepan. Add 1/4 cup of water. Reduce the heat to low, cover, cook for 8 minutes, stirring occasionally.
Stir the white sauce into the spinach mixture until spinach is well coated. Stir in Parmesan cheese until melted.
