Sweat the fennel, onions, leeks, and celery in olive oil with salt and pepper
Add ? the cod and cook for 2 minutes
Add clam juice, tomatoes, white wine, water, and thyme season with salt and pepper
Bring up to a boil and turn down to simmer
Simmer for 10 minutes
Add the other ? of the cod and poach
For service heat up a portion of the base in a saute pan with three mussels and three clams cover and simmer untill shell fish begin to open
Add three shrimp and a 1 ounce piece of the fish of your choice
When shrimp is cooked arrange in a bowl and top with the piece of fish then garnish with some aioli
